| Why is it so hard to return a phone call?

I mean not just any phone call but that one where a girl or guy calls you and you are not really feeling them. So they call again and you talk like everything is cool but you never call them again. Please let me know why it's so hard to call. Especially if we are all grown people. Be a woman or man and just say what you feel. I'd never bother you again but at least call me and tell me it's not gonna work out. Those that don't ever call again must be plain old scared.
