| Why is it that women will often dress provocatively in public and then pretend to be offended because guys notice?
We see women wearing a string or thong undies or a loose fitting top with no bra under it, and then they bend over or kneel and expose themselves. But when a guy notices and gets caught the woman will always make an issue of it. I always figured that when a person dresses in such a manner as to attract attention they should be flattered that people notice their efforts and/or assets.
If they don’t expect guys to “peek” when they expose themselves, then why wear clothing that so easily is provocative?

I've seen the women who wear provocative clothing, high mini skirts, very tight pants, see throughs, showing half their breasts setc... And when guys walk by they are pulling it down constantly, covering up their parts etc.. 
THEY KNOW GUYS WILL look, stare, comment, especially at certain events like parties, concerts, mardi gras, spring break etc... Many women are damn there near naked, but complain when men stare, etc... 
If they don't want to get offended and OR constantly trying to hide certain body parts in public with the provocative attire they are wearing - IT'S VERY SIMPLE - DON'T WEAR IT. Don't put yaself in a situation for the that type of attention. It's called preventative measures. Instead, wear clothing less revealing and less provocative. Sleazy attracts sleazy. Class attracts class.

I am slim with a little bit of booty and boob, so I wear what flatters my figure. Some guys might see what I am wearing as a free show, but that is not my intent.
