| I think it depends on what you respond with. I find that if you respond with a wink back you get no response. If you respond with a 'Hi, how are you', you'll probably get more of a response back.
The whole thing is kind of backwards. I'm starting to learn that women like to communicate more with body language than with words. This goes in real life especially, but it looks like they do the same thing online. Women want you to make the first move, but they'll give you signs that they want you to make that move. A wink, a smile, stuff like that.

1. She wants attention and that's it
2. She's simply playing games
